وجد العالم الرقمي التقني نفسه عالقا وسط أحداث غير مسبوقة مع احتدام الصراع والحرب في أوكرانيا, والخوف من تعلق الشركات العملاقة مثل ميتا وجوجل وأبل من هذه التطورات.

والتي لطالما رسمت صورة عن نفسها في وصفها شركات تكنولوجية محايدة، وتظهر مواقفها السياسية التي يعكسها حظر خدماتها ومنتجاتها في روسيا رداً على حربها في أوكرانيا.

حظر تويتر فيسبوك

وفي هذه  اللحظات، حتى خدمة الانترنت تتغير بالنسبة للمستخدمين الروس مع حظر تويتر وفيسبوك، وعدم السماح للمستخدمين الروس من النشر على منصة تيك توك.

كما رشحت تقارير إعلامية تفيد بأن الشرطة الروسية توقف المارة في الشوارع في مراقبة ما يشاهدونه على هواتفهم المحمولة.

الآن هناك تساؤلات حول ما إذا كان الصراع قد لا يغير فقط جغرافية العالم، بل يغير بشكل أساسي طبيعة الإنترنت العالمية.

حجب الإنترنت في روسيا

حيث طالبت الحكومة الأوكرانية، من شركات التكنولوجيا في حظر خدماتها في روسيا, وتتزايد قائمة شركات التكنولوجيا التي توقفت عن ممارسة الأعمال التجارية أو بيع المنتجات هناك يوماً بعد يوم.

وهناك دعوات من قادة في أوكرانيا البارعون في مجال التكنولوجيا إلى شيء أكبر، ألا وهو فصل روسيا عن شبكة الإنترنت العالمية بشكل تام، ولكن قوبلت تلك الدعوات بالرفض القاطع من قبل ICANN (شركة الإنترنت للأسماء والأرقام المخصصة)، المسؤولة عن حوكمة الإنترنت.

عالم واحد إنترنت واحد

وهو ما طُلب منها إبطال نطاقات المستوى الأعلى في روسيا مثل (.ru) جنباً إلى جنب مع شهادات طبقة مآخذ التوصيل الآمنة التابعة للدولة.

ولكن شعارها هو “عالم واحد، إنترنت واحد” وفي رده على نائب رئيس الوزراء الأوكراني ميخايلو فيدوروف ، حيث قال الرئيس التنفيذي لـ ICANN ، جوران ماربي: “ضمن مهمتنا، أن نحافظ على الحياد ونتصرف في دعم الإنترنت العالمي.

البنية التحتية

وهي مهمتنا أن لا تمتد إلى اتخاذ إجراءات عقابية أو إصدار عقوبات أو تقييد وصول الخدمة إلى قطاعات بعينها، بغض النظر عن الاستفزازات التي تحصل”.

وقد كانت مجموعة الخصوصية الرقمية، مؤسسة الحدود الإلكترونية (EFF)، واحدة من عدة منظمات والتي دعمت القرار.

وقالت كورين ماكشيري من مؤسسة (EFF) وكونستانتينوس كومايتيس، في بيان لهما إن الحرب ليست وقتاً “للعبث بالإنترنت”, سوف يكون للتدخل في بروتوكولات البنية التحتية الأساسية للإنترنت “عواقب خطيرة وطويلة الأمد”.

شبكة الإنترنت

وقد تشمل: حرمان الناس من أقوى أداة في تبادل المعلومات, وإرساء سابقة خطيرة, والمساومة على الأمن والخصوصية.

وكما طلبت أوكرانيا من Cloud flare وهي شركة بنية تحتية على شبكة الإنترنت توفر الحماية ضد الهجمات الإلكترونية، إنهاء خدماتها داخل روسيا.

وقالت الشركة أيضا في مدونة، إنها نظرت في هذه الطلبات، لكنها خلصت إلى أن “روسيا بحاجة إلى المزيد وليس القليل من الإنترنت”.

سبلينترنت ” Splinternet

بالنسبة للكثيرين، كانت الدعوات إلى قطع الإنترنت منحنى خطير في اتجاه ما يُعرف باسم Splinternet حيث يوجد لدى الدول المختلفة إصدارات مختلفة من الإنترنت.

ربما يكون جدار الحماية العظيم في الصين (هو مزيج من الإجراءات التشريعية والتقنيات التي تفرضها الصين في تنظيم الإنترنت محلياً)، أوضح مثال على كيفية قيام دولة ما بإنشاء شبكة الويب الخاصة بها.

وكانت روسيا أيضا في إختبار شبكة إنترنت خاصة بها يطلق عليها اسم Runet منذ عدة سنوات، وإن كانت تركيبتها مبنية على أساس الانترنت الحالي وليس كنسخة الصين المبنية من الألف إلى الياء من قبل البلاد, في عام 2019، قالت الحكومة الروسية إنها اختبرت النظام بنجاح.

وقال البروفيسور آلان وودوارد، وهو عالم كمبيوتر من جامعة سري البريطانية، إن قلة من الناس أدركوا في ذلك الوقت الحاجة إلى ذلك، أما الآن، أثناء الحرب الروسي لأوكرانيا، بدا الأمر أكثر منطقية”.

خطر العالم

وفي هذا الاختبار، طُلب من مزودي خدمة الإنترنت في روسيا تهيئة الإنترنت مع فعالية داخل حدودهم كما لو كانت شبكة إنترانت عملاقة وهي شبكة خاصة من مواقع الويب التي لا تتحدث إلى العالم الخارجي, والتي تضمنت المبادرة تقييد النقاط التي تتصل عندها نسخة روسيا من الشبكة مع نظيرتها العالمية.

ويبدو الآن أن روسيا تعيد اختبار هذه الأنظمة, ففي مذكرة من الحكومة الروسية، طُلب من مزودي خدمة الإنترنت تعزيز أمنهم والاتصال مع خوادم نظام أسماء النطاقات (DNS) في روسيا.

حيث يعتقد البعض أن المذكرة، وتاريخ الانتهاء من الاختبار في 11 مارس آذار، يعنيان أن روسيا تنوي قطع نفسها على الفور.

الخوف من الإنهيار

حيث يرى البروفيسور وودوارد أن الأمر يتعلق أكثر في اختبار آخر للاستعداد: “كان الأمر يتعلق في دعوة روسيا مع مزودي خدمة الإنترنت للاستعداد.

وعمل نسخ محلية من DNS دليل الهاتف الخاص بالإنترنت والحصول على إصدارات محلية من برامج الطرف الثالث التي تأتي من خوادم خارج روسيا، مثل جافاسكريبت”.

ونفت روسيا منذ ذلك الحين أنها سوف تقطع نفسها عن خدمة الإنترنت العالمية، قائلة إن الاختبار يتعلق في حماية المواقع الإلكترونية الروسية من الهجمات الإلكترونية الأجنبية.

روسيا والصين

لكن جيمس جريفيث، مؤلف كتاب The Great Firewall في الصين، يعتقد أنه يمكن تفعيل الأمر في أي وقت: “قطع الإنترنت.

وعليه أن نتأكد من أن الروس يستهلكون المحتوى الذي يوافق عليه مبنى ومجلس الكرملين فقط، وهذا النوع من الأشياء منطقي من الناحية الاستراتيجية.

فقط حتى نكون على بينة مما قد تؤل إليه الأمور”, ومضى للقول: “لن أتفاجأ إذا دخل ذلك حيز التنفيذ في الأسابيع أو الأشهر المقبلة”.

عواقب محتملة

وهنا نتسأل هل الإنترنت شر لا بد منه؟ يعتقد أبيشور براكاش، مؤلف كتاب “كيف تعيد التكنولوجيا تشكيل العولمة”، أن الصراع يعيد تشكيل الإنترنت، من “نظام عالمي تم توصيل العالم كله به” إلى شيء أكثر انقساماً.

و“بسبب الجغرافيا السياسية، يظهر تصميم مختلف للإنترنت، حيث تكون الدول إما معزولة أو تعمل على تطوير بديل خاص بها.

حيث يتم تهديم الجسور العالمية، مثل منصات وسائل التواصل الاجتماعي، التي ربطت السكان من عقود”, ووفقاً الى جيمس جريفيث، فإن المحور الجديد لقوة الإنترنت سوف ينقسم بين الغرب والصين و بين الغرب وروسيا.

الجدار الصيني العظيم

وقال: “ليو وي، المعروف باسم الأب المؤسس إلى جدار الحماية الصيني العظيم، زار روسيا في عام 2016 في مساعدتهم في ما يفعلونه وجعل جدار الحماية الروسي أكثر تشابهاً مع الجدار الصيني”.

The Ukrainian government has asked technology companies to ban their services in Russia, and the list of technology companies that have stopped doing business or selling products there is growing day by day.

There are calls from tech-savvy leaders in Ukraine for something bigger, to completely disconnect Russia from the global Internet, but those calls have been flatly rejected by ICANN (the Internet Corporation for Assigned Names and Numbers), which is responsible for Internet governance.

But James Griffiths, author of The Great Firewall in China, thinks the order can be activated at any time: “Cut the internet.
