لقد شهد عام 2021 تحولا خطيرا في سياسة الدفاع والأمن في بريطانيا، فقد تم رفع ميزانية التكنولوجيا الرقمية والذكاء الاصطناعي والإنترنت، فيما تم خفض الأموال المخصصة لمزيد من الأجهزة التقليدية وأعداد القوات.

ويحدث ذلك في وقت تحتشد فيه القوات الروسية على حدود أوكرانيا وتطالب بعض الدول الأعضاء في حلف شمال الأطلسي “الناتو” موسكو بسحب قواتها، فيما يرتفع صوت الصين بشأن استعادة تايوان، بالقوة إذا لزم الأمر.

الصراعات الإقليمية

حيث مازالت الصراعات الإقليمية الصغيرة تندلع في جميع أنحاء العالم، ففي دولة هناك إثيوبيا حرب أهلية، كما أسفرت الحرب ضد الانفصاليين في شرق أوكرانيا.

وعن مقتل أكثر من 14 ألف شخص منذ 2014، فيما يغلي التمرد في سوريا ببطء، بينما ينتشر تنظيم الدولة الإسلامية في أجزاء من أفريقيا.

التحديات المستقبلية

هنا دخلنا مرحلة “الحرب المستقبلية” بالفعل, فلقد تم بالفعل تطوير العديد من آليات الصراع الرئيسية بين الغرب وروسيا أو الصين كما تم التدرب عليها ونشرها.

فقد أجرت روسيا في 16 نوفمبر الماضي تجربة صاروخية في الفضاء حيث دمرت أحد أقمارها الصناعية، وأجرت الصين خلال الصيف اختبارات على صواريخها المتطورة

والتي تفوق سرعتها سرعة الصوت, وكما أصبحت الهجمات الإلكترونية علي الإنترنت حدثا يوميا منتظما في جميع أنحاء العالم.

البنتاجون

وتعتقد ميشيل فلورنوي، المسؤولة الاستراتيجية لوزارة الدفاع الأمريكية (البنتاجون) في عهد الرئيسين السابقين بيل كلينتون وباراك أوباما، أن تركيز الغرب على الشرق الأوسط خلال العقدين الماضيين سمح لخصومه بتحقيق الكثير على صعيد اللحاق بالركب من الناحية العسكرية.

وقالت فلورنوي: “نحن حقا في نقطة انعطاف استراتيجية حيث نخرج، الولايات المتحدة والمملكة المتحدة وحلفاؤنا، من 20 عاما من التركيز على مكافحة الإرهاب والتمرد، والحروب في العراق وأفغانستان، لندرك أننا الآن في منافسة جادة للغاية مع قوى كبرى”.

التقنيات الحديثة

وهي تشير، بالطبع، إلى روسيا والصين، الموصوفتين على التوالي في المراجعة المتكاملة للحكومة البريطانية على أنهما “التهديد الحاد” و “المنافس الاستراتيجي” على المدى الطويل للغرب.

وتقول فلورنوي: “بينما كنا نركز على الشرق الأوسط الكبير عملت تلك الدول على دراسة الطريقة الغربية في الحرب، وبدأت تستثمر بشكل كبير في مجموعة كاملة من التقنيات الجديدة”.

الهجمات التخريبية

فقد تم توجيه الكثير من استثمارات تلك الدول إلى النشاط الإلكتروني علي الإنترنت والتي تشمل شن هجمات تخريبية تهدف إلى تقويض نسيج المجتمع الغربي.

والتأثير على الانتخابات في أغلب الدول، وسرقة البيانات الحساسة، وتلك أمور أقل في مستواها من الحرب وكثير منها يمكن إنكاره.

ولكن ماذا لو تحولت التوترات الحالية بين الغرب وروسيا بشأن أوكرانيا، على سبيل المثال، أو بين الولايات المتحدة والصين بشأن تايوان، إلى أعمال عدائية؟

الأعمال العدائية

تقول ميا نوينز، كبيرة الباحثين والزميلة في المعهد الدولي للدراسات الاستراتيجية (آي آي إس إس) والتي تركز على استخدام الصين للبيانات لتحقيق ميزة عسكرية: ” أعتقد أن ذلك سيحدث في بيئة ذات وتيرة متسارعة تعتمد بشكل كبير على مجال المعلومات”.

وأضافت قائلة:”إن جيش التحرير الشعبي الصيني أنشأ وكالة جديدة تسمى قوة الدعم الاستراتيجي التي تنظر في الفضاء والحرب الإلكترونية والقدرات الإلكترونية”.

الأقمار الصناعية

ماذا يعني ذلك عمليا؟ حسنا، إن أول الأشياء تقريبا التي قد تحدث في أي أعمال عدائية ستكون هجمات إلكترونية ضخمة من الجانبين، وستكون هناك محاولات لـ”تعمية” الآخر عن طريق قطع الاتصالات بما في ذلك الأقمار الصناعية أو حتى قطع الكابلات الحيوية تحت البحر التي تحمل البيانات.

وسألت فرانز ستيفان غادي، المتخصص في الحرب المستقبلية في المعهد الدولي للدراسات الاستراتيجية، ماذا يعني هذا بالنسبة لي ولك هنا على الأرض. 

هل يمكن أن تتوقف هواتفنا فجأة عن العمل وتجف محطات الوقود ويغرق توزيع الطعام في حالة من الفوضى؟

الحرب الإلكترونية

يجيب ستيفان غادي قائلا: “نعم، على الأرجح، لأن القوى الكبرى تستثمر بشكل مكثف ليس فقط في القدرات الإلكترونية الهجومية ولكن أيضا في قدرات الحرب الإلكترونية التي يمكنها التشويش على الأقمار الصناعية وتعطيل الاتصالات، لذلك، لن يكون الجيش فحسب هو المستهدف، بل ستكون المجتمعات بشكل عام هدفا رئيسيا في الصراع المستقبلي”.

ويعد الخطر العسكري الأكبر هنا هو التصعيد غير المخطط له، فإذا كانت الأقمار الصناعية الخاصة بك لا تعمل ولا يمكن للمخططين الذين يجلسون في مخابئ القيادة تحت الأرض التأكد مما يحدث، فهذا يجعل من الصعب للغاية تحديد الخطوة التالية.

الذكاء الإصطناعي

وتعتقد ميا نوين، كبيرة الباحثين والزميلة في المعهد الدولي للدراسات الاستراتيجية (آي آي إس إس)، أن هذا يتركهم أمام خيار الرد إما بطريقة “الحد الأدنى” أو “الحد الأقصى”، الأمر الذي يهدد بتصعيد التوتر.

ويعد الذكاء الاصطناعي أحد العوامل التي من المحتمل أن تلعب دورا رئيسيا في الحروب المستقبلية، حيث يمكن أن يؤدي الذكاء الاصطناعي إلى تسريع عملية اتخاذ القرار واستجابة القادة بشكل كبير مما يسمح لهم بمعالجة المعلومات بسرعة أكبر.

وهنا، تتمتع الولايات المتحدة بالتفوق النوعي على خصومها المحتملين، وتعتقد فلورنوي أن بإمكان الولايات المتحدة تحقيق التوازن بين الغرب والصين فيما يتعلق بالتفوق العددي لجيش التحرير الشعبي الصيني.

العنصر البشري

وتقول فلورنوي: “إحدى الطرق لتحقيق ذلك التوازن هو الجمع بين البشر والآلات، لذلك إذا كانت لديك منصة واحدة تعتمد على العنصر البشري ويمكنها التحكم في 100 منصة آلية، فحينئذ تبدأ في إعادة التوازن للعنصر الكمي”.

لكن هناك منطقة يتراجع فيها الغرب بشكل خطير عن روسيا والصين، ويتعلق ذلك بالصواريخ التي تفوق سرعتها سرعة الصوت والتي يمكنها الطيران بسرعة تتراوح بين 5 و 27 ضعفاً لسرعة الصوت وتحمل رأسا حربيا تقليديا أو نوويا.

وقد أعلنت روسيا عن تجارب ناجحة إلى صاروخ زيركون الذي يفوق سرعة الصوت، معلنة أنه قادر على التغلب على أي دفاعات في أي مكان في العالم.

الصواريخ الاستراتيجية

ويُحمل الصاروخ الصيني دونج فينج 17، الذي تم الكشف عنه لأول مرة في عام 2019 والذي تفوق سرعته سرعة الصوت، على مركبة، ويمكن لهذا الصاروخ المناورة عبر الغلاف الجوي في مسار غير متوقع تقريبا مما يجعل من الصعب اعتراضه.

وعلى النقيض من ذلك، فإن الاختبارات الأخيرة لأنظمة الولايات المتحدة لم تسر على ما يرام, وهكذا يجعل وصول تلك الأسلحة إلى ترسانة الصين واشنطن تفكر الآن مرتين بشأن خوض الحرب للدفاع عن تايوان إذا قررت الصين غزوها.

القوات الروسية

ومع ذلك، نجد القوات الروسية المحتشدة على الحدود الأوكرانية، رغم أنها تشمل بالتأكيد قدرات الحرب الإلكترونية الهجومية.

تتكون أساسا من معدات تقليدية مثل الدبابات والمركبات المدرعة والقوات، وهي نفس النوع من المعدات التي سيتم نشرها إذا قررت موسكو التقدم إلى دول البلطيق.

وعلى سبيل المثال, فلقدت اتخذت المملكة المتحدة بريطانيا قرارا في خفض قواتها التقليدية لصالح الاستثمار في التكنولوجيا الجديدة.

الحروب المستقبلية

ويعتقد فرانز ستيفان جادي، المتخصص في الحروب المستقبلية، أن هذا سيحقق فوائد بالتأكيد في غضون 20 عاما، ولكن قبل ذلك ستكون هناك فجوة مقلقة.

وأوضح قائلا: “أعتقد أننا سنمر بفترة خطيرة للغاية خلال السنوات الخمس إلى العشر القادمة حيث سيحدث الكثير من التقليص في حجم القوات، وفي الوقت نفسه، لن تكون الكثير من هذه القدرات التكنولوجية الناشئة قادرة بما يكفي حقا لأن يكون لها تأثير عملياتي”.

وقد تشهد السنوات الخمس إلى العشر القادمة بعضا من أخطر التحديات للأمن الغربي. فهل كل الأمور قاتمة وتنذر بالشؤم؟ لا، وفقا لميشيل فلورنوي، التي أمضت سنوات في قلب سياسة الدفاع الأمريكية.

مستقبل التقنية

Pentagon

Michele Flournoy, the Pentagon's strategic chief under former presidents Bill Clinton and Barack Obama, believes that the West's focus on the Middle East over the past two decades has allowed its opponents to achieve a lot in terms of catching up militarily.

“We are really at a strategic inflection point where we come out, the United States, the United Kingdom.

And our allies, from 20 years of focusing on counterterrorism and insurgency, the wars in Iraq and Afghanistan, to realize that we are now in very serious competition with major powers,” Flournoy said.

It refers, of course, to Russia and China, described respectively in the British Government's Integrated Review as the "acute threat" and long-term "strategic competitor" of the West.

“While we were focusing on the greater Middle East, those countries studied the Western way of war and started investing heavily in a whole host of new technologies,” Flournoy says.

"The People's Liberation Army of China has created a new agency called the Strategic Support Force that looks at space, electronic warfare and cyber capabilities," she added.

Satellites

What does that mean in practice? Well, almost the first things that would happen in any hostilities would be massive cyberattacks from both sides, and there would be attempts to “blind” the other by cutting communications including satellites or even cutting critical undersea cables that carry data.

What does this mean for me and for you here on Earth, I asked Franz-Stephan Gade, a specialist in futuristic warfare at the International Institute for Strategic Studies. Could our phones suddenly stop working, gas stations dry up and food distribution plunge into chaos?

Electronic Warfare

Stefan Gade answers: “Yes, probably, because the major powers are investing heavily not only in offensive cyber capabilities but also in electronic warfare capabilities that can jam satellites and disrupt communications, so not only the military will be the target, but societies will be In general, a major target in the future conflict.”

The biggest military risk here is unplanned escalation. If your satellites aren't working and planners sitting in underground command bunkers can't be sure what's going on, it makes it very difficult to determine what the next step is.

Artificial intelligence

Mia Nouen, a senior researcher and fellow at the International Institute for Strategic Studies (IISS), believes this leaves them with the option of responding in either a "minimum" or "maximum" manner, which threatens to escalate tensions.

Artificial intelligence is one of the factors likely to play a major role in future wars, as AI can significantly speed up the decision-making process and response of commanders, allowing them to process information more quickly.

Here, the United States enjoys a qualitative advantage over its potential opponents, and Flournoy believes that the United States can balance the West and China in terms of the PLA's numerical superiority.

The human element

“One way to achieve that balance is to bring humans and machines together, so if you have one human-based platform that can control 100 robotic platforms, then you start rebalancing the quantum element,” Flournoy says.

But there is an area where the West is seriously falling behind Russia and China, and that relates to hypersonic missiles that can fly between 5 and 27 times the speed of sound and carry a conventional or nuclear warhead.

Russia has announced successful tests of the hypersonic Zircon missile, declaring that it is capable of overcoming any defenses anywhere in the world.

Loaded on a vehicle, the Chinese Dongfeng 17 hypersonic missile, first revealed in 2019, can maneuver through the atmosphere in an almost unexpected trajectory, making it difficult to intercept.

By contrast, recent tests of US systems have not gone well. Thus, the arrival of those weapons in China's arsenal now makes Washington think twice about going to war to defend Taiwan if China decides to invade it.

Russian forces

Nevertheless, we find Russian forces massed on the Ukrainian border, although they certainly include offensive electronic warfare capabilities.

It mainly consists of conventional equipment such as tanks, armored vehicles and troops, the same type of equipment that would be deployed if Moscow decided to advance to the Baltic states.

For example, the United Kingdom took the decision of Britain to reduce its conventional forces in favor of investing in new technology.

Franz-Stephan Gade, a specialist in futuristic warfare, believes this will certainly bring benefits within 20 years, but before that there will be a worrying gap.

"I think we're going to go through a very dangerous period in the next five to 10 years where there's going to be a lot of downsizing, and at the same time, a lot of these emerging technological capabilities won't really be capable enough to have an operational impact," he said.

The next five to ten years may witness some of the most serious challenges to Western security. Is everything bleak and ominous? No, according to Michelle Flournoy, who has spent years at the heart of US defense policy.

It believes that the solution is two things: the first is close consultation and cooperation with allies, and the second is investing in the right areas.

“If we put our minds together and really invest in the right technologies, the right concepts, and we develop those technologies at the required speed and scope, we will be able to deter opponents,” Flournoy says.
