أظهرت مسح ميداني أن مراقبة الشركات للعاملين عن طريق العمل من المنزل آخذة في الارتفاع بشكل حاد، حيث أوصت الحكومة البريطانية في تشديد العقوبات وحظر معظم استخدامات كاميرا الويب.

حيث قال كريس: “كان الأمر مروعاً، فقد كان أحد المدراء يشاهد أجهزة الكمبيوتر الشخصية للأشخاص مع مراقبة ما كنا نقوم به في منازلنا طوال الوقت، أي ليس فقط عندما كنا نعمل لقد كان شيئا غريبا”.

جائحة كورونا

عندما بدأت أول مرة جائحة كورونا، قامت الشركة والتي قامت بتوظيف كريس وهو مهندس يبلغ من العمر 31 عاماً من مدينة شيفيلد شمالي إنجلترا في مطالبة معظم موظفيها للعمل عن طريق المنزل.

وتم طُلب منهم ربط أجهزة لابتوب وأجهزة الكمبيوتر المكتبية الخاصة بهم مع أجهزة مكتبية أكثر قوة كي يتمكنوا من أداء عملياتهم عالية التقنية.

حيث يقول كريس: “لم نمانع إطلاقاً، لكنني وجدت في أحد الأيام، التي ذهبت فيها إلى المكتب، الكثير من الشاشات قيد التشغيل؛ وكانت شاشات أجهزة الكمبيوتر الخاصة بالموظفين جميعها معروضة هناك”.

ولاحظت أن أحد المديرين لم يكن يراقب عملنا فحسب، بل كان بإمكانه رؤية ما نفعله بالضبط طوال الوقت، ويستطيع رؤية المواقع التي كنا نشاهدها مثل يوتيوب وأشياء من هذا القبيل”.

وتم إجبار وباء كورونا ملايين الأشخاص الذين كانوا يؤدون معظم أو كل وظائفهم في المكتب سابقاً، على العمل من المنزل بدلاً من ذلك.

وكانت شركات عدة تحدد استخدام تكنولوجيا مراقبة الموظفين ومتابعتهم مرة واحدة على الأغلب, ويمكن للكاميرات مشاهدة الناس في مكاتبهم، كما يمكنها استشعار الحركة وتسجيل ضربات لوحة المفاتيح وحركات الماوس.

ويمكن للمديرين التقاط لقطات شاشة إلى سطح المكتب للتحقق من عمل الموظفين فيما لو كانوا يقومون في عملهم أم يتصفحون الانترنت ويشاهدون مقاطع الفيديو المختلفة.

إستخدام التكنولوجيا للمراقبة

وهنا تريد الحكومة البريطانية أن تجرم في استخدام كاميرات الويب في مراقبة العاملين في المنزل، باستثناء الوقت الذي يشارك فيه الموظفين في الاجتماعات ومكالمات العمل.

ويشير أحدث استطلاع الرأي والتي أجرته شركة “بروسبيكت” إلى نسبة العاملين في المنازل الذين يخضعون الآن للمراقبة من قبل الشركات، والتي ارتفعت من 24% في أبريل إلى 32%.

وتقول النقابة أيضاً أن نسبة الأشخاص الذين تتم مراقبتهم في المنزل عن طريق الكاميرا قد ارتفعت في أكثر من الضعف منذ إبريل (من 5 إلى 13 في المئة).

التوظيف والرقابة

ويقول الأمين العام مايك كلانسي: “لقد اعتدنا على فكرة قيام أرباب العمل في مراقبة العمال، ولكن عندما يعمل الناس في منازلهم، فهذا يفترض بعداً جديداً كلياً”.

و“تسمح التكنولوجيا الجديدة لأصحاب العمل في الحصول على نافذة دائمة إلى منازل موظفيهم ، واستخدام هذه التكنولوجيا غير قانوني”.

وينصح مكتب مفوض المعلومات (ICO) أنه يجب على أصحاب العمل التأكد من أن الموظفين على دراية بالمراقبة في العمل، سواء في المنزل أو في المكتب قبل البدء به.

ويحث ICO أصحاب العمل على النظر في الآثار السلبية المحتملة لمراقبة الموظفين وما إذا كانت هناك بدائل أقل تدخلاً، مثل مكالمات متابعة العمل أو تبادل رسائل البريد الإلكتروني.

ويعتقد كريس، الذي غير الشركة التي يعمل فيها بعد أن اكتشف أن أحد مديريه كان يراقب أنشطته في المنزل, وأن المراقبة “المفرطة” تأتي بنتائج عكسية.

الضغط على الموظفين

ويقول كريس: “لم تنخفض الإنتاجية عندما بدأت العمل من المنزل، وعندما عرفت ما كان يجري، جعلني ذلك أكثر توتراً.

وتقول آنا توماس، وهي مديرة معهد مستقبل العمل (وهي مؤسسة بحثية)، إن زيادة المراقبة “تؤدي إلى تكثيف” الضغط على الموظفين.

تبرير الشركات

ولكن الشركات التي تستخدم التكنولوجيا تجادل بأنها تتصرف بشكل معقول، حيث أصبح العديد من الموظفين الآن بعيداً عن أعين المديرين ومن الصعب الإشراف عليهم.

وقالت تشي أونوراه إلى حزب العمال البريطاني, وهي وزيرة الرقميات في حكومة الظل: “يجب على الوزراء توفير إشراف تنظيمي أفضل على وجه السرعة إلى برامج المراقبة عبر الإنترنت إلى ضمان تمتع الأشخاص في الحق الخصوصية، سواء في أماكن عملهم أو منازلهم”.

Using technology to monitor

Here, the British government wants to criminalize the use of webcams to monitor workers in the home, except when employees participate in meetings and business calls.

Prospect's latest poll indicates the percentage of home workers now being monitored by companies, which rose from 24% in April to 32%.

Chris, who changed the company he worked for after finding out that one of his managers was monitoring his activities at home, believes that "excessive" monitoring is counterproductive.

“I spend a lot of time in my job designing things on paper, away from the screen, and it doesn't get recorded if someone is simply watching what's happening on the desktop.

"It may have sounded to this guy as if I was in the basement watching a movie on Netflix or something, but it wasn't, and it's a very rude and inhuman way of trying to ensure that people behave the way the company wants."

Anna Thomas, director of the Institute for the Future of Work (a think-tank), says increased monitoring is "intensifying" the pressure on employees.

Corporate justification

But companies that use the technology argue that they are behaving sensibly, with many employees now out of the eyes of managers and difficult to supervise.

Official research indicates that with the easing of lockdown measures due to Covid-19, the number of people working solely from home or under hybrid work arrangements (a combination of home and office work) is lower than they were at the height of the epidemic, but many still are.

Here the British government is proposing that people get the right to flexible work with just starting a serious business, and it's advice that includes looking at working from home, expiring on December 1.

“Ministers must urgently provide better regulatory oversight of online monitoring programs to ensure people enjoy the right to privacy, whether in their workplace or home,” Che Onorah told Britain's Labor Party, the shadow digital minister.
