‏بحسب الدستور الأميركي لا يحق لأحد أن يتولى منصب الرئيس إلا بشروط رئيسية: أن يكون أميركي المولد، ولا يقل عمره عن 35 سنة، ومقيماً في الولايات المتحدة منذ أربعة عشر عاماً.

بعد الحرب العالمية الثانية، يُنظر إلى الرئيس الأمريكي باعتباره أحد أقوى الشخصيات السياسية في العالم كزعيم للقوة العظمى العالمية الوحيدة المتبقية.

ويشمل الدور مسؤولية أقوى جيش وأقوى دولة، والذي لديه ثاني أكبر ترسانة نووية من بعد روسيا، كما يتولى قيادة الدولة ذات الاقتصاد الأكبر.

هو رئيس الدولة ورئيس الحكومة في أميركا، يؤدي أدوار رئيس السلطة التنفيذية للحكومة الإتحادية والقائد الأعلى للقوات المسلحة.

وتكون مهمة الوزراء تقديم المعطيات والآراء له، بينما يبقى هو صاحب الرأي الأهم في إدارة البلاد وإتخاذ القرارات والتوقيع والتصديق عليها، لكنه يخضع مع وزرائه للمساءلة القانونية أمام الكونغرس مجلس النواب ومجلس الشيوخ.

القوة السياسية والعسكرية

يعتبر رئيس الولايات المتحدة الأميركية هو القائد الأعلى للجيش والقوات المسلحة البرية والبحرية والجوية في مختلف الولايات، عندما يتم استدعاؤها لأداء الخدمة الفعلية.

يعين الرئيس الأميركي، السفراء، والوزراء، والقضاة في المحكمة العليا، شرط موافقة غالبية مجلس الشيوخ لتثبيتهم. يملك الرئيس حق الاعتراض على نصوص القوانين التي يقرها الكونغرس عدا التعديلات الدستورية.

غير أن الكونغرس يمكنه تجاوز الفيتو الرئاسي من خلال التصويت بغالبية ثلثي أعضاء مجلسي الشيوخ والنواب

بإمكان الرئيس استخدام سلطته لحفظ النظام بناء على طلب إحدى الولايات، واستدعاء الحرس الوطني، وإرسال قوات عسكرية إلى مناطق خارج البلاد لمدة 30 يوماً، وفي حال أراد تمديد مهمتها عليه الحصول على موافقة الكونغرس.

في مقابل تلك الصلاحيات بإمكان الكونغرس بالمجلسين الشيوخ والنواب عزله بعد إدانته بالخيانة، أو الفساد، أو أي جرائم وجنح يجرمها القانون الأميركي.
