ما زالت هناك أسئلة عالقة في أذهان الشعب التونسي، في انتظار أن تكشف الأيام القادمة عن نوايا الرئيس قيس سعيد بعد القرارات الاستثنائية التي اتخذها.

منذ مرور أسبوعان على القرارات الاستثنائية التي اتخذها الرئيس التونسي قيس سعيد، و دولة تونس تعيش حالة من الترقب في انتظار النور إلى مستقبل تونس، وتشكيل حكومة قادرة على الاستجابة إلى مطالب الشعب التونسي في التنمية.

خارطة طريق لتونس

الشعب التونسي يتمنى أن يوضح الرئيس قيس سعيد ملامح خريطة الطريق في الفترة القادمة، والحسم في احتمال عودة البرلمان، أو الذهاب إلى انتخابات تشريعية ورئاسية سابقة إلى أوانها، أو طرح إمكانية تغيير النظام السياسي على طريق الإستفتاء الشعبي.

هنا يوضح رابح الخرايفي باحث في القانون الدستوري، أن مزاج التأييد الشعبي للرئيس قيس سعيد "تعاظم بعد الإجراءات الاستثنائية التي اتخذها"، خصوصاً تحرير القضاء، وإحالة عديد من النواب المتمتعين سابقاً مع الحصانة البرلمانية على التحقيق، ووضع عدد من الشخصيات السياسية تحت الإقامة الجبرية.

ويوضح أيضا أن إعفاء رئيس الحكومة هشام المشيشي، وعدد من الوزراء المحسوبين على حركة النهضة وحلفائها "عزز حالة الارتياح الشعبي، والاطمئنان إلى توجهات الرئيس قيس سعيد، بعد أن شعر الشعب التونسي بالملل من أداء الطبقة السياسية".

الثقة في الشارع التونسي

وهنا وجد الشعب التونسي في رئيس تونس صورة الرجل الذي استجاب إلى مطالبهم، وكما أعاد الثقة بين الدولة والمواطن، حسب تقدير سامي نصر، المتخصص في علم الاجتماع، في تصريح إلى موقع "اندبندنت عربية".

ويوضح سامي نصر أن التأخر في الإعلان عن رئيس الحكومة "لن يؤثر في شعبية رئيس الجمهورية"، وأن قيس سعيد الذي ربح الانتخابات الرئاسية من دون تقديم برنامج واضح، هو نفسه اليوم الذي لم يقدم خريطة طريق للفترة المقبلة، إلا أن الشعب "مطمئنون إليه".

والتعبير عن حالة الفرح والرضا عما قام به الرئيس قيس سعيد من قرارات ترجمها خروج الشعب إلى الشوارع، على أثر الإعلان عن القرارات الاستثنائية.

وهو تعبير عن فرحهم من انتهاء مرحلة سياسية اتسمت بالفشل والفساد والإفلات من العقاب, من قبل جماعة الإخوان المسلمين.

الإنقسام في تونس

من ناحية أخرى زادت هذه القرارات في حالة الانقسام في المشهد التونسي، إذ تطالب عدة أحزاب معارضة قرارات رئيس جمهورية تونس قيس سعيد.

ومن هذه الأحزاب "حركة النهضة" و"قلب تونس" و"ائتلاف الكرامة" وعدد من الأحزاب الأخرى و"التيار الديمقراطي" و"الحزب الجمهوري"، في التسريع في وضع خريطة طريق للفترة المقبلة.

ومن ناحية أخرى بارك عدة أحزاب أخرى ومنها "حركة الشعب" و"تحيا تونس" وأكبر منظمة نقابية في البلاد، وهي الاتحاد العام التونسي للشغل، قرارات رئيس الجمهورية.

إستطلاع الشعب التونسي

وبحسب إستطلاع الشعب التونسي، أجرته مؤسسة "إمرود كونسيلتنغ"، في الفترة بين 26 و28 يوليو 2021، شمل كل ولايات دولة تونس، حول قرارات قيس سعيد، فإن 87% من الشعب يؤيدون القرارات الاستثنائية، فيما اعترض عليها 3% فقط من الشعب التونسي.

وهنا يطرح سؤال هل تعززت هذه القرارات ثقة الشعب التونسي في رئيس تونس قيس سعيد، بعد القرارات الاستثنائية التي اتخذها؟ أم تراجعت بعد التأخر في الإعلان عن رئيس الحكومة الجديد وتشكيل الحكومة المقبلة والبرلمان التونسي؟

Here, Rabeh Al-Kharaifi, a researcher in constitutional law, explains that the mood of popular support for President Qais Saeed "increased after the exceptional measures he took", especially the liberation of the judiciary, the referral of several MPs who previously enjoyed parliamentary immunity to investigation, and the placement of a number of political figures under house arrest.

He also explains that the dismissal of Prime Minister Hisham al-Mashishi, and a number of ministers affiliated with the Ennahda movement and its allies, "reinforced the state of popular satisfaction and reassurance about President Kais Saied's orientations, after the Tunisian people were bored with the performance of the political class."

Confidence in the Tunisian street

Here, the Tunisian people found in the president of Tunisia the image of a man who responded to their demands, and also restored trust between the state and the citizen, according to the assessment of Sami Nasr, a sociologist, in a statement to the Independent Arabia website.

Sami Nasr explains that the delay in announcing the prime minister "will not affect the popularity of the President of the Republic", and that Qais Saeed, who won the presidential elections without presenting a clear program, is the same today who did not present a road map for the coming period, but the people are "assured about him." .

And to express the state of joy and satisfaction with the decisions taken by President Qais Saeed, which was translated by the people taking to the streets, following the announcement of the exceptional decisions.

It is an expression of their joy at the end of a political phase that was characterized by failure, corruption and impunity by the Muslim Brotherhood.

Division in Tunisia

On the other hand, these decisions have increased in the event of division in the Tunisian scene, as several opposition parties are demanding the decisions of the President of the Republic of Tunisia, Kais Saied.

Among these parties are the Ennahda Movement, Qalb Tounes, the Dignity Coalition, a number of other parties, the Democratic Current and the Republican Party, in accelerating the development of a road map for the coming period.

On the other hand, several other parties, including the "People's Movement" and "Long Live Tunisia" and the largest trade union organization in the country, the Tunisian General Labor Union, blessed the decisions of the President of the Republic.

Tunisian people poll
